Senate Republicans Back Trump's Proposal to Replace Affordable Care Act

US lawmakers are working through the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the standoff appeared to diminish as Republican senators proposed a plan toxic to Democrats: eliminating the ACA, called Obamacare.

Growing Impact of Government Shutdown

The effect on US citizens from the longest closure of the US government in history worsened on Saturday, as federal workers went unpaid, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

Trump's Proposal from Florida Resort

As Saturday's session got under way, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Several Republican senators praised the plan, which is comparable with a alternative for Obamacare put forward in 2017.

"We will replace this failing program with something that is actually better for the consumer," one senator said.

Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Opposition Response

Democratic senators expressed alarmed reactions to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker responded to the censure of insurance companies by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? Then I welcome your support for universal healthcare."

Continuing Negotiations

The Senate adjourned without finding a resolution, but Senate Republican leaders have signaled an openness to an developing plan from a handful of moderate Democrats to end the closure in exchange for a future vote on the Obamacare subsidies.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another path forward" after Republicans turned down an offer to reopen the government and continue the payments for a year.

Another leading Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the future of the tax credits.

"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress does nothing."

Partisan Situation

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the backing of several Democrats to restart the government, and the idea of eliminating and replacing Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Some observers suggested that the core of such a proposal would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump went back to his residence and reiterated on his insistence that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the plan that was unsuccessful to garner enough backing in 2017.
